A developer is still needed to correctly strategize, map, plan, tie-in, and connect all the parts of a successful WCM. Also, to fully unlock the true power of a WCM, you will want your developer to create custom controls that will further enable more control over the site content.

You can make content (images, text, asset, link, etc.) changes cheaply and efficiently without constantly having to pull development resources. Using a WCM also will keep your developers happier as they can focus on extending system functionality to enable to your organization to work on larger company initiatives and keep your business competitive and moving forward.
